I will not condone fornicating soldiers. As in, with My own hand I would take the life of solders in a brothel burning the entire brothel to the ground shooting those who manage to jump out windows, and such. So, there is a need to keep Me highly distracted with this ministry and the Ba'al perfecting steps whilst making it clear to military command and all soldiers; the big bad sheriff has all the Divine controls by the short-hairs making sure soldiers that are fornicators get hit, shot, dead.

The God Cloud is what became of the womb of creation divvied among all humans that came into existence, sans Me. Heaven is basically keeping all legal rights of ownership over all human endeavour that humans dig, like, love, kill for. Russians can have the opportunity to make what the West tainted perfect.
